For Hong Kong residents who suffer from accidents (e.g. traffic accident, fire etc.), emergencies (e.g. robbery, attack etc.) or casualties in the Mainland, you or your relatives should immediately report to, and seek assistance from, the local Public Security Bureau. For assistance from the police, please dial 110; for ambulance service, dial 120 (fees are generally charged for medical services, which may include ambulance fees and emergency treatment fees); for fire departments, dial 119; and for reporting of traffic accidents, dial 122.

HKSAR Government has published a leaflet titled "Guide to Assistance Services to Hong Kong Residents in the Mainland" outlining the scope of assistance that can be provided by the HKSAR Government.
While you are in the Mainland, the HKSAR Government can:
Issue you an Entry Permit for returning to Hong Kong if you have lost your identity document.
Notify your relatives in Hong Kong and give them advice on procedural matters if you are involved in a serious accident or become a casualty.
Liaise, upon request from the parties concerned, with your relatives or friends in Hong Kong for rendering financial assistance.
Pass information to your relatives in Hong Kong about your detention or arrest upon receipt of notification from the Mainland law enforcement agencies.Since 2001, the HKSAR Government has, by way of an administrative arrangement and on the basis of mutual respect for the relevant laws of both sides, put in place a reciprocal notification mechanism with the Mainland in respect of cases involving unnatural deaths and imposition of criminal compulsory measures or institution of criminal prosecution on residents from the other side. Please refer to this link for information on the new arrangements on the reciprocal notification mechanism between Hong Kong and the Mainland.
Inquire, on request from your relatives or friends in Hong Kong, about the situation of the case for which you have been arrested or detained by the Mainland law enforcement agencies.
Provide information on lawyers in the Mainland to you or your relatives or friends on request.
Provide any other relevant advisory services.
Assistance that cannot be provided by the HKSAR Government
Intervene in the judicial system or administrative operations of the Mainland when providing assistance to Hong Kong residents under the principal of "One Country, Two Systems".
Shield unlawful acts or absolve Hong Kong residents from criminal liability.
Obtain better treatment than that provided for Mainland residents in hospital, under detention or in prison.
Pay hotel, legal, medical or travelling expenses, or any other bills for the parties concerned.
