Policies and Measures to Facilitate Hong Kong People Studying, Working and Living in the Mainland

In his speech delivered on 1 July 2017 at the Inaugural Ceremony of the Fifth-Term Government of the Hong Kong Special Administrative Region (HKSAR), President Xi Jinping stated that the relevant Central Government departments would actively consider adopting concrete measures to facilitate Hong Kong people to study, work and live in the Mainland.

Thereafter, the HKSAR government has been actively following up on the matter. The Hong Kong and Macao Affairs Office of the State Council has so far announced two batches of policies and measures to facilitate Hong Kong people studying, working and living in the Mainland. Application plan for facilitating the use of entry and exit permits of Hong Kong and Macao residents (May 16, 2019)

In order to further facilitate the use of "Mainland Travel Permit for Hong Kong and Macao Residents" by Hong Kong and Macao residents in handling business, public and personal matters in the Mainland, the National Immigration Administration, together with several other departments, has formulated the "Work Plan on Promoting and Facilitating the Use of Entry and Exit Permits".

Application for renewal and re-issue of Home Return Permit in the Mainland
